sorry for the long silence. Other stuff got in the way... Anyhow, I am
back on "syslog track" and would like to sort out the remaining issues.

In issue 7, we discuss if we should include the enterprise id in the
header. As a refersher, you may want to review

Based on the (few) feedback so far, I think this is not a mandatory data
element. As such, I propose we

a) remove it from the required header
b) move it as an optional element into the "origin" SD-ID (7.3)

This would still allow to provide it, but it would no longer be
required. I think this is a good compromise.
