[Syslog-sec] -protocol: captial "V" in version ID

Though it looks like a small issue, I think it deserves some attention.
Anton says regarding the "V" version identifier:

Actually, I like the use of "v" in -transport and "V" in -protocol. It
might help detect cases where an implementor simply send a -protocol
package over a raw UDP socket...
