I agree and as a postscript, would point out that the usage is also different.
The SNMP request-id can be used any way the application wants and is, so the
numbers can jump all over the place, not forming a sequence.  The wording we now
have in Syslog requires an increasing sequence of numbers.  I think this
difference is right and assume it is what is intended.
