The grammar is saying that this message is valid :

"1 888 4 3 2003-10-11T22:14:15Z metalog.unice.fr prog - - "

It has zero SD-ELEMENT and no MSG.

Section 6.3 says that if there is no SD-ELEMENT a "-" must be put;
finally the previous message is invalid.

A correct grammar would be

      STRUCTURED-DATA = 1*SD-ELEMENT / "-"
-----------
