Changelog

This version is more or less a brush up, it toches more general things rather than specific topics.

The terms "device" and "machine" were replaced by "sender" where appropriate. The whole text has been made consistent in this regard (hopefully ;)).
Maximum and miminum size of the syslog messages were not specified (I seem to have a hard time including that section...). This is now done.
The security considerations section has been brought up to date. It should now include all information.
Some text changes have been done (in the hope to clarify things).
IANA Considerations clarified. This still needs some discussion (what about Facility and Priority - do they need to be IANA-registered?).
Syslog TAG has been redefined according to Anton's proposal.
