Relay Operations

• I think we should

  • describe a few basic facts about relays in -protocol
  • leave the details for another draft

• Acceptable, because

  • Relay mode actually not implemented by the majority of software
  • Allows us to publish -protocol in a more timely manner
  • Keeps a complex aspect in its own context
