Precise or Lax?

Currently, -protocol (03) very precisely describes how things should be handled and also provides (dictates as some say;)) a lot of application behaviour. There are a number of list memeber who think this is too much and just makes -protocol harder to implement. This additional content should be removed from -protocol and protocol should focus clearly on just the format.

• Rainer Gerhards [2004-02-19] says why he thinks the draft should be as precise as it currently is. Most importantly, he describes his "design philosophy" behind the draft.
• Devin Kowatch [2004-02-20] says that he, too feels the draft is too much in detail.
