Allow unqualified Hostname?

Up to at least -protocol-03 no unqualified hostname is allowed. If a name is provided, it MUST be a FQDN. It is questioned if it wouldn't be better to allow for an unqualified name, too.

• Devin Kowatch [2004-02-20] says that he, too, sees need for the unqualified name.
• Anton Okmianski [2004-04-20] confirms and reminds on Devin's proposed sequence of preferrence.
• draft-ietf-syslog-protocol-04 specifies the precedence order, including the unqualified host name.
