Describe Relay Mode?

-protocol is chartered to describe the syslog protocol, not just the message format. As such, it was initially planned to include a description of relay mode operations. Rainer is asking if it would eventually make more sense to omit detailled relay mode instructions from -protocol and move them into a separate document.

• Rainer Gerhards [2004-02-24] creates this issue based on previous discussion posts (also see issue 13).
• Anton Okmianski [2004-02-24] basically agrees
• Devin Kowatch [2004-02-25] agrees, too, but says basic relay operations should be covered
• Rainer Gerhards [2004-04-15] says he will remove relays from -protocol (these are for another document)
• Anton Okmianski [2004-04-15] agrees again, but says relay operations is probably not worth a separate paper 
• Relaying has been removed in draft-ietf-syslog-protocol-04 It looks like it is concensus to move this into a separate document.
