Semantics for FACILITY?

It was questioned if the definition of semantics for the facility values is actually helpful. The goal in solving this issue is to find out if there should be some semantics and - if so - what they should be.

• Anton Okmianski [2004-01-21] raises this issue, e.g. in bullet point 7
• Rainer Gerhards [2004-01-29] reminds everybody that this will cause with existing code, but says this is not a real bad issue
• draft-ietf-syslog-protocol-02 [2004-02-02] drops semantics at all
• nobody objected until 2004-04-19, so I keep it as is (no semantics described)
