Structured Data anywhere in MSG?

It was questioned if structured data elements should be allowed only in a specific part of the message or anywhere in it, as draft-ietf-syslog-protocol-01.txt specifies.

• Anton Okmianski [2004-01-30] says that he opts for a special field for structured elements and suggest that we replace the TAG field with it.
• Rainer Gerhards [2004-04-19] sums up the concensus he sees ans proposes to use a fixed field for the structured data.
• It is concensus that structured data elements should be allowed only in a specific field. This is changed in draft-ietf-syslog-protocol-04.
